The signing ceremony, held at the UniSHAMS campus in Kuala Ketil, marks a deliberate step by MUM to strengthen its international presence and to engage meaningfully with universities beyond national and regional boundaries.

The MoU was signed on behalf of UniSHAMS by Prof. Dr. Mohd Amy Azhar Dato’ Haji Mohd Harif, Vice‑Chancellor of UniSHAMS, and on behalf of MUM by Prof. Dr. Hamza Mustafa Njozi, Deputy Vice‑Chancellor (Academic). The event was attended by senior representatives from both institutions, including Prof. Dato’ Mohamed Haj Razali bin Agus and Prof. Salum Haji Hamisi, Director of Postgraduate Studies at MUM, highlighting strong institutional commitment at the leadership level and a shared vision for long‑term academic cooperation.

Strategic Academic Engagement

The MoU establishes a broad framework for collaboration across priority academic and institutional areas. Key among these are research and innovation, student and staff mobility, and the development of joint academic programmes. Through this partnership, the two universities intend to promote collaborative research initiatives, co‑authored scholarly publications, joint supervision of postgraduate students, and structured exchange programmes for both academic and administrative staff.

In addition, the agreement opens opportunities for collaborative curriculum development that is responsive to regional and global knowledge demands. By sharing expertise and institutional experiences, MUM and UniSHAMS aim to strengthen teaching and learning practices while enhancing academic standards and relevance. This cooperation is expected to contribute to institutional growth, knowledge exchange, and the long‑term sustainability of both universities.

MUM’s Institutional Internationalisation Initiative

This partnership forms part of MUM’s own institutional initiative to extend its academic reach and actively engage with universities at the international level. As a growing higher education institution, MUM has identified international collaboration as a strategic pathway for improving academic quality, strengthening postgraduate education, and expanding opportunities for students and staff.

Through engagement with established international universities such as UniSHAMS, MUM continues to broaden its global network, increase exposure to diverse academic cultures, and position itself as a university that values collaboration, innovation, and global connectedness. The partnership reinforces MUM’s commitment to nurturing graduates and scholars equipped with international perspectives while remaining grounded in ethical and societal values.

Leadership Commitment and Institutional Capacity

The active involvement of senior university leadership in the MoU signing underscores the strategic importance of international engagement within MUM’s institutional agenda. The participation of the Deputy Vice‑Chancellor (Academic) and the Director of Postgraduate Studies reflects a strong focus on academic quality, research excellence, and postgraduate development as central pillars of international cooperation.

This leadership‑driven approach ensures that international partnerships are embedded within institutional planning and governance structures, increasing the likelihood that agreements translate into concrete actions and sustainable academic outcomes. It also strengthens MUM’s institutional capacity to manage and grow international collaborations in a structured and strategic manner.

Enhancing Global Visibility and Societal Impact

By formalising its collaboration with UniSHAMS, MUM continues to position itself as an active and credible participant in the global higher education landscape. The partnership enhances the university’s international visibility and creates new avenues for academic, cultural, and scholarly exchange.

Beyond institutional gains, the collaboration is expected to generate broader societal benefits by supporting research that addresses regional and global challenges, fostering intercultural understanding, and producing graduates with enhanced global competencies. In this way, the MoU aligns with MUM’s mission to contribute to societal development through education, research, and ethical leadership.

Looking Forward

The UniSHAMS–MUM MoU represents a strategic foundation for sustained academic cooperation rather than a single event. It signals MUM’s long‑term commitment to international engagement as a core component of its institutional development. As implementation progresses, the partnership is expected to evolve into practical academic activities that deliver lasting value to both institutions.

Through continued collaboration, shared expertise, and mutual commitment, Muslim University of Morogoro and UniSHAMS are well positioned to strengthen higher education cooperation at the international level, demonstrating the vital role of university‑to‑university partnerships in advancing quality, relevance, and global connectivity in higher education.
